Project goals:

- The overall project objective is to increase the safety in mountain areas of Kyrgyzstan through the increasing capacities of all relevant organizations in Kyrgyz Republic, which provide mountain rescue.
- The specific project objectives are to transfer know-how and skills for increasing of capacities of relevant organizations in Kyrgyzstan to implement international mountain rescue standards and thereby, assist the country to achieve full integration and participation in international organizations such as IKAR, and to provide most necessary technical equipment for organizations dealing with mountain rescue in Kyrgyzstan

Project outcomes
- Transfer of skills and know-how from Slovakia to Kyrgyzstan on mountain rescue services international standards.
- Transfer of skills and know-how from Slovakia to Kyrgyzstan on mountain rescue praxis.
Increasing of technical capacities of organizations providing mountain rescue in Kyrgyzstan.

Project activities
Preparation of Rescue Manual
Experts from Mountain Rescue Service in the cooperation with Kyrgyz experts will analyze present mountain rescue literature. The list of next most necessary literature will be prepared and these books will be purchased. On the base of above mentioned materials and documents and in accordance with international guidelines and their own skills and know-how experts will prepare the draft Rescue Manual, that will be discussed, and after all translated into Russian language, published and distributed to relevant stakeholders.

Preparation and conducting of the Trainings on Ground Rescue and on Avalanche Rescue
Preparatory phase will be focused on adapting of Slovak ground rescue training modules to specific conditions of Kyrgyzstan. Mountain Rescue Service is holder of Accreditation to provide mountain rescue and to develop relevant education programs. Training places will be checked towards applicable environmental conservation laws to avoid breaking of conservation conditions.
Next step is to identify 60 active rescuers from Tien-shan RTM and other relevant rescue organizations that are interested in these trainings.
There will be done also identification and selection of necessary equipment. The selected special climbing and rescue material and equipment will be purchased by the partner organization.
After all, training will be conducted in Tien Shan. After successful completion of trainings in Kyrgyzstan sixty rescuers will obtain fully acceptable certificate.

Activities of this project will help to solve identified Mountain rescue problems in Kyrgyzstan:

  1. Lack of study and training materials on mountain rescue
  2. In the field of mountain rescuing, there is no any new manual.
  3. Lack of certificated educational programs for specialist on mountain rescue
  4. Lack of capacity to train mountain rescuers
  5. There are no any state educational and professional standards for mountain rescuer. Tien-Shan RTM has been realizing own developed trainings on mountain rescue, but they cannot to accord any certificate, which would be accepted on the international level.
  6. Lack of necessary technical equipment for mountain terrestrial and also avalanche rescue
In this time, only private companies on basis of payment guaranty can arrange the rescue work for tourists in Kyrgyzstan. Because of mainly poor people living in mountain areas, the rescue is often provided on non-commercial basis or only with low financial consequence. Therefore there is no sufficient possibility to purchase enough necessary material.
